      jwt.secret-key 는 세팅됐는데 RedisTemplate 빈이 없으면 refresh token 기능이 조용히 비활성화된다. 이 경우 사용자가 뒤늦게 알아채기 쉬우므로 startup 시점에 명시적으로 경고를 남긴다.
